Joint Statement: ENTSO-E factual report on Iberian blackout
Today, ENTSO-E published their factual report presenting facts and data on the system conditions during the Iberian blackout on 28 April 2025, as well as a detailed sequence of events. The report did not analyse the root causes of the blackout.
A further ENTSO-E report is expected in Q1 2026, will include an in-depth analysis of the events of 28 April, establish the root causes of the incident, and include recommendations for improving the resilience of the European power system.
The undersigned Associations have issued the following statement:
We welcome the ENTSO-E factual report on the situation in the Iberian grid before and during the blackout. In their analysis of prevalent system conditions, one key theme is a lack of voltage control.
Renewables, at the time of the incident, were not legally allowed to participate in voltage control of the grid.
On June 12th, 2025, Spain updated Operational Procedure 7.4 to enable renewables to contribute to voltage control. The full implementation of this procedure, which will still take a few months, will allow for a more robust system and better prepared to prevent this type of incident.
We look forward to the upcoming ENTSO-E recommendations report on the Iberian blackout.
The Iberian blackout must be a moment of learning.
SolarPower Europe, the Spanish PV association (UNEF) and the Portuguese Renewables association (APREN), reiterate our call for accelerated investment in grid resilience, stability and system flexibility – especially by allowing renewables to provide dynamic voltage control, and facilitating the integration of battery storage and grid-forming inverters.
These technologies are already available and should be procured to further support stable voltage levels, managing variability, and delivering renewable-powered energy security.
