Madrid, 4 November 2025 – The Spanish Photovoltaic Union (UNEF) has positively assessed today’s approval, by the Council of Ministers, of the Royal Decree adopting urgent measures to strengthen the electricity system.
Specifically, UNEF highlights that it could provide an important boost to storage by streamlining the administrative processing of hybridization with existing renewable energy generation plants. These measures had long been requested by the sector, such as the redefinition of installed capacity, which prevents having to change the competent authority and restart the hybridization process from zero, or the recognition of environmental impact studies already carried out for the plant, without needing to duplicate the procedure.
“This boost to storage will enable a more robust system and more competitive electricity prices for citizens and companies, increasing the competitiveness of the Spanish industrial sector and attracting investment,” says José Donoso, UNEF’s general director.
Legal certainty for industrial development
Additionally, UNEF highlights that this new regulation will stimulate industrial development by linking demand permits to a specific activity, which strengthens demand applications and provides a clearer view of the future development prospects of the industry in Spain.
Finally, UNEF positively values the clarification of the regulation regarding commissioning authorizations for generation and storage facilities linked to milestone compliance.
